African Development Bank debars Joycot General Contractors Limited for 15 months for fraudulent practices

On September 25, 2023, the African Development Bank Group (AfDB) announced a 15-month debarment of Joycot General Contractors Ltd., effective from September 8, 2023. Joycot General Contractors Ltd., a registered construction company in Kenya, faced this disciplinary action following an investigation conducted by the Bank’s Office of Integrity and Anti-Corruption.

The investigation revealed that Joycot General Contractors Ltd. had engaged in fraudulent practices during a tender process for the construction of reticulation sewers in Kahawa West, Kahawa Sukari, which was part of the Nairobi Rivers Basin Rehabilitation and Restoration Programme: Sewerage Improvement Project Phase II in Kenya. The primary objective of this project was to enhance access, quality, availability, and sustainability of wastewater services in Nairobi City.

As a consequence of this debarment, Joycot General Contractors Ltd. will be ineligible to participate in any activities financed by the African Development Bank Group during the specified period. To become eligible for participation in AfDB-financed activities again, Joycot General Contractors Ltd. must implement an integrity compliance program that aligns with the Bank’s guidelines, following the conclusion of the debarment period. This action underscores the AfDB’s commitment to upholding ethical standards and promoting integrity in its projects and partnerships.
