Parliament passes NACOC bill granting licenses for legalised cannabis cultivation

The Narcotics Control Commission Amendment Bill 2023, which makes substantial changes to the production of cannabis for both industrial and medical uses, has been approved by Parliament.

The modified measure allows the Ministry of Interior to award licences for cannabis growing, allowing this plant to be used for a number of advantageous purposes.

This outcome comes after the Narcotic Control Commission Act’s provisions allowing the production of some varieties of cannabis for medical and industrial uses were declared illegal by the Supreme Court.

The court argued that these clauses violated Article 106 of the Constitution of 1992. Despite the Office of the Attorney General filing an appeal, the Supreme Court narrowly decided 5-4 to reject the review motion.
